The Jamaican Energy Security And Efficiency Enhancement Project

The Jamaican Energy Security and Efficiency Enhancement Project, funded with a US$4.5 million World Bank line of credit,  is designed to provide comprehensive support to the implementation of the Government of Jamaica’s energy policy and strategy covering the 2010-2030 period.

The overarching goal of the energy policy is to enhance Jamaica’s economic competitiveness and performance by:

  • Increasing and diversifying the country’s energy sources and security
  • Improving the efficiency of the energy sector
  • Minimizing the cost of energy to the end user; and
  • Reducing Greenhouse Gas (GHG) emissions from the energy sector.

Document 1 presents the Environmental Management Framework (EMF) for the Energy Security and Efficiency Enhancement Project.  The EMF provides a guide which includes a set of methodologies, procedures and measures to facilitate adequate environmental management, including risk management and environmental impacts, in order to manage potential adverse outcomes on the environment.

Document 2, ‘The Involuntary Resettlement Policy Framework’ will guide the preparation of resettlement plans as required and include budgets for resettlement planning, consultation, compensation payments and restrictions on land use, either for security reasons or sub-project work associated infrastructure.
