These partnerships expand access to development financing for Jamaican businesses, strengthen institutional capacity, and foster innovation in the design and delivery of development solutions.

During the year, the Bank continued to benefit from the support and collaboration of several key international partners, including:

Inter-American Development Bank (IDB) & European Union (EU)

The Inter-American Development Bank (IDB) and the European Union (EU) are co-financiers of the Boosting Innovation, Growth and Entrepreneurship Ecosystems (BIGEE)  Programme, one of DBJ's flagship enterprise development initiatives. BIGEE is supported by a US$25 million loan from the IDB and a complementary US$8.2 million non-reimbursable grant from the EU. Through the programme, DBJ has been able to provide grant funding, technical assistance, and equity financing to Jamaican MSMEs, helping to drive innovation, strengthen enterprise capacity, and create the conditions for sustainable business growth and competitiveness in Jamaica’s MSME ecosystem.

Agence Française de Développement (AFD)

AFD is a French public development finance institution committed to financing development in the Global South. DBJ's partnership with AFD includes a US$5 million lending facility and an institutional strengthening grant of €1.1 million — both facilities have received full approval and are currently in the implementation planning phase. Together, they will expand DBJ's capacity to provide financing to MSMEs across a range of priority sectors and impact areas, including climate resilience, agriculture, and gender-focused initiatives, while further strengthening the Bank's institutional framework for delivering sustainable development outcomes.

Ministry of Finance and the Public Service (MoFPS)

As the Government of Jamaica's ministry with oversight responsibility for fiscal policy and public financial management, the Ministry of Finance and the Public Service is a key institutional partner in DBJ's mandate. The Ministry provides the regulatory and policy framework within which DBJ operates, and its support is integral to the Bank's ability to access international development financing, structure government-backed programmes, and deliver on its mandate as Jamaica's national development finance institution.
